On March 16, the International Court of Justice in Hague issued a decision to immediately stop the military operation in Ukraine.  The verdict was passed on a Ukrainian lawsuit alleging Russia's violation of the 1948 Convention on "genocide" (both countries acceded to the convention in 1954).  Experts believe that an authoritative international body does not have its own system of judicial enforcement, so it is simply impossible to force Russia to comply with a court decision.

Moscow's reaction to the "temporary" court decision was voiced by the presidential spokesman. In an interview with the media, Dmitry Peskov said that the Russian state does not plan to take this decision into account.  According to him, for this, the parties must have mutual consent, which "cannot be reached"
It is known that the Russian delegation refused to attend open court hearings.
In a letter dated March 5, the Russian ambassador to the Netherlands said that the authorities did not plan to take part in the oral proceedings.

The court's demand to immediately stop hostilities, which were initiated by Russia on February 24, was supported by 13 out of 15 judges.  Two (Kirill Gevorgyan and Xue Hanqin) spoke out against such a decision.  However, the idea that the parties refrain from a possible aggravation or expansion of the conflict was supported by all the judges without exception.
Experts note that, despite its moral and political authority, the UN Court does not have mechanisms for the mandatory implementation of decisions.
The Statute of the Court contains a reference to the UN Security Council, and it is also found in Article 84 of the UN Charter.  However, Russia, as a member of the Security Council, has the right to veto, so it is impossible to force the country to comply with a court verdict.

 The reaction of the Russian Foreign Ministry, voiced by Maria Zakharova even before the provisional decision was made, was quite predictable.  Zakharova said that Ukraine's claim had an absurd meaning, Russia was not given the necessary time to consider a response, and the country's authorities asked the court to remove the case from the list of cases submitted for consideration.
