In Russia, a special service has been launched that allows citizens, for significant reasons, to check in whose ownership real estate objects are located. It will be possible to do this in an online format.


The real estate Register prohibits officially finding out the full name of the owners of residential premises. It is possible to get information about the existence of the object, location, area, etc. When entering the cadastral number or address of real estate on the official website of the Federal Register, information about the form of ownership, meter, its type and cadastral value appears, but the owner's personal data remains unavailable.

In the matter of determining the identity of the owner of real estate, a notary can help if a citizen has sufficient grounds to request such information.

Experts explained that the purpose of the adopted changes is to protect the legitimate interests of citizens, apartment owners from fraudsters. According to the idea, the launch of the new service will prevent unauthorized receipt of information about the owners of real estate by unauthorized undesirable entities.

However, according to Rossiyskaya Gazeta, citizens who, due to any circumstances, are going to sue the owner of the object, or those who are interested in buying real estate, will be able to use the services of a notary, for example. Legally, such a procedure is defined as the establishment of the fact of the presence of information in the Unified State Register of Real Estate about the full name of a citizen who is the owner of a real estate object.

Such a method will allow citizens to obtain a document certifying the fact that the real estate object really belongs to a specific entity.

Notaries have been endowed with an expanded range of competencies since March 1, 2023, but the technical component of the new service, which allows receiving information remotely, appeared only in July.

According to the innovations in legislation, notaries confirm the presence in the real estate register of personal information of a citizen who owns real estate or a person in whose favor restrictions of the right or encumbrances of the real estate object are registered.

The official website of the Federal Notary Chamber allows you to get a similar notarial action in an online format. The cost of the remote format is 300 rubles, and the full–time format is 450 rubles.

However, remote access helps to facilitate only the process of treatment, but not the grounds for obtaining personal data. To apply, a citizen will need to provide a justification for the request and attach the necessary documents.

A sufficient basis for obtaining personal data is an agreement on the purchase of a real estate object. These also include the recovery of losses as a result of a fire or flooding of an apartment by neighbors.
