‘Omskgorgaz’ joint stock company applied to the arbitration court with a claim to recognize its insolvency on January 17. The company that supplied the population with liquefied gas accumulated 2.536-billion rubles debt. The regional Ministry of Energy reported that the appeal to the court should not affect the process of gas supply to Omsk residents.
The company continues to be the largest regional supplier of liquefied gas (its market share is 85%). In November 2021, due to the fault of the company, the residents of fifty apartment buildings in Omsk found themselves without gas supply. The intervention of the governor was required. As a result, the regional authorities managed to agree on a commodity loan under their own guarantees, and an administrative case was initiated against the company for violation of standards in the process of providing public services.
The fact that ‘Omskgorgaz’ was going to file for insolvency became known at the end of 2021.
The company shared its intentions at the Fedresurs website. One of the creditors of the enterprise is Promsvyazbank.
The main beneficiary of the company is ex-State Duma deputy Andrei Golushko. The debts of Omskgorgaz, according to experts, were caused by scandalous proceedings between him, his partners and the Prosecutor General's Office, which, in accordance with the regulation on the control of expenses of civil servants, decided to turn undeclared assets into the state revenue.
In March-April 2021, prosecutors managed to win a lawsuit filed in solidarity against Omskgorgaz, several other companies, as well as several former government officials.
Tverskoy Court of Moscow ordered the payment of more than 2.2 billion rubles.
In addition to Golushko, the Omsk ex-deputy Sergey Kalinin and the ex-head of the Regional Energy Commission of the region Konstantin Marchenko were also involved in the case. The list of defendants also included the Omskgazset and Omskrielt companies.
It should be noted that Omskgazset, which was engaged in gas transportation, filed a bankruptcy petition with arbitration on the same day with Omskgorgaz. The amount of debt indicated in lawsuit was about 2.293 billion rubles.
According to the prosecutor's office, Omskgazset stole more than 1.4 billion rubles from the residents of the city, including the unjustified costs of transporting gas in the consumer tariff. Kalinin, Marchenko and several other persons are defendants in the case.
