Corporate contractor of the ’South Stream’ project is driven to bankruptcy for the second time
Moscow company ‘O.M.A. International’ (INN 7733897659), which took part in the construction of the ‘South Stream’ is about to be recognized insolvent again.  ‘MCA Group’ filed a bankruptcy petition with the arbitration court (case No. À40-246989/2021).

A couple of months ago (September 27), the court terminated the organization's insolvency case, which had lasted for several years (case ¹ À40-229187 / 18-187-293). The reason for this verdict was the lack of financial resources at the expense of which it would be possible to reimburse the necessary legal costs.

Earlier, ‘MCA Group’ had already sued ‘OMA. International’ due to rental debt for the period from July 2017 to February 2018.

On August 20, 2018, the arbitration ordered to pay the plaintiff 14.2 million rubles, including about 600 thousand of penalties (case No. A40-95005/18-37-587). Whether the current bankruptcy claim is related to this case is unknown.

As noted by the @ruarbitr Telegram channel, the case of ‘O.M.A. International’ draws attention to some peculiarities. In particular, the organization's ties with the Gazprom company. Now the owners of the company are two offshore organizations. However, earlier the business was owned by the bankrupt company Promstroy. It was run by Maxim Fenin, a close partner of Ivan Sibirev (who was for some time the head of Gazstroyprom, a subsidiary of Gazprom).

Another former head of ‘O.M.A. International was Petr Lyamtsev’, who also headed the ‘GES-Zapad’ company, which is owned by Gazenergoservice. According to the zachestnyibiznes.ru portal, 51% of the company belongs to its founder, Evgeny Pershin, and the remaining 49% is owned by the Olympic champion Anton Sikharulidze. The firm, which has recently concluded contracts with Gazprom for 39 billion rubles, may also be associated with ‘O.M.A. International’.

It is interesting that the company was declared bankrupt on October 16, 2019.

However, even before that, the company gained fame in connection with the scandal in the city of Anapa. The management did not pay wages to employees, having accumulated more than 6.8 million rubles of debt. However, when the bailiffs ‘came’ to the bank for money, it turned out that the money was in the company's accounts and wage arrears could have been paid off.
