TRADE UNIONS ASK TO LIFT THE MORATORIUM ON INSPECTIONS OF ENTREPRENEURS
Chairman of the Federation of Independent Trade Unions of Russia (FNPR) Mikhail Shmakov sent a letter to the head of the Government of the Russian Federation Mikhail Mishustin, in which he asks for the lifting of the moratorium on business inspections. According to Shmakov, in connection with the introduction of the moratorium, the protection of the rights and freedoms of citizens of the Russian Federation in the labor sphere has become difficult, since this measure has limited the activities of the Federal Labor Inspectorate.

The chairman of the FNPR also pointed out that all scheduled inspections of the federal labor Inspectorate were canceled, and unscheduled ones have to be coordinated with the prosecutor's office, and they are possible "in limited cases." At the same time, the Labor Code does not distinguish between the rights of citizens to those rights that are protected by monitoring strict compliance with labor legislation and those that are protected only in special cases.

According to Shmakov, because of the moratorium, it has become almost impossible to identify the substitution of civil labor relations. Such violations can now be detected only during a tax audit.
This moratorium was introduced in March 2022. According to the document, unscheduled labor inspections can be carried out only on behalf of the president, the government or at the request of the prosecutor's office. Scheduled inspections are canceled at all enterprises, except those where there is a high risk of harm.

The purpose of the moratorium is to reduce the administrative burden on entrepreneurs. According to the statements of high-ranking officials, the government intends to continue the course of reducing bureaucratic red tape and other difficulties associated with inspections of entrepreneurs.
