THE REGIONAL COURT RECOVERED 646 MILLION FROM THE EX-DEVELOPERS OF THE FIRST PERMSKY
A court in Perm issued a verdict in the case of the Lobanovs, whose company began building an urban neighborhood. The company started construction work in 2014. It was planned that the residential complex would be built by the end of 2015. However, the "Territorial Development Fund" (PPK) had to complete the construction. The real estate developer KamStroyInvest went bankrupt.
The couple was sentenced to imprisonment by the court at the end of May 2020. Irina Lobanova, the ex-head of the Region company, who was on the board of directors of KamStroyInvest, received the term. Her husband Alexey Lobanov, the ex-head of KamStroyInvest, was also sentenced to imprisonment. The court saw several elements of crimes in Lobanova's actions at once.
Experts estimated the damage from her actions (abuse of authority) at 512.9 million. The court qualified the amounts of fraud (Part 4 of Article 159 of the Criminal Code) and embezzlement (part 4 of Article 160) in the amount of 15.4 million and 34.9 million, respectively. According to the totality of the committed acts, the woman was sentenced to 6.5 years in a penal colony. The court deprived Lobanova of the right to hold senior positions in the construction sector for two years.
Her husband, the ex-CEO of the real estate developer Alexey Lobanov, as RBC writes, also received a six-year sentence in a correctional colony of general regime. The court found that the man committed acts of fraud and abused his official powers together with his wife.
According to the case file, 280 shareholders were victims of crimes committed by the Lobanov couple. CB "BFG-credit" was also affected. The firms themselves, which were run by the spouses, received the status of bankrupt. The Sverdlovsk District Court had previously recovered 646 million from the perpetrators in favor of the PPK. On January 31, the court's decision was upheld by an appeal.
