THE CENTRAL BANK REVOKED THE LICENSE FROM AVTOGRADBANK
Avtogradbank Joint Stock Company lost the permission of the regulator to conduct banking operations. The reason for the actions of the Central Bank of the Russian Federation in relation to a credit institution from Tatarstan was the discovered violations of banking legislation and by-laws adopted by the Bank of Russia.

According to the press service of the Central Bank of the Russian Federation, Avtogradbank was engaged in conducting suspicious financial transactions indicating the possibility of withdrawing assets to the shadow sector of the economy. The quality of financial assets in the organization has decreased recently. At the same time, the management of the credit institution continued to receive significant bonus payments, leading the bank to losses.

Avtogradbank was established in 1991. Its head office is located in Naberezhnye Chelny, and various branches are located in Kazan, Ryazan, Volgograd and other Russian cities, including Moscow. In terms of available assets, the bank was ranked 218th among domestic credit institutions.

The main beneficiary of Avtogradbank was the family of Pavel Segal, a businessman from Tatarstan, who owned about 22% of the bank's capital. Munavara Khamidullina and Fagim Kadyrova also own shares of the credit institution. Each of them owns 9.94% of the assets of the JSC.

Segal was one of the creators of the "Support of Russia". In 2013, he was already suspected of committing suspicious transactions with maternity capital certificates. The amount of fraud was estimated at 10.5 billion. The businessman was arrested, but was released in the fall of 2014. The investigation against Seagal was terminated because the statute of limitations had expired.

According to the Deposit Insurance Agency (DIA), which the regulator has instructed to perform the functions of the interim administration in Avtogradbank, by June 20, 2024, credit structures will be selected that will accept depositors' applications. The total amount of the organization's insurance liability to depositors, according to data at the beginning of May 2024, is 2.38 billion.
