The State Duma allowed to establish the ownership of manure

The Lower House of Parliament in the third reading adopted a bill establishing the possibility of securing the right of ownership of manure. We are talking about animal products that are formed as a result of ordinary biological activity. The parliamentarians considered that manure does not belong to waste and can be used in the future, which requires the establishment of its legal status.

The regulatory act was submitted to the State Duma at the beginning of March this year and passed all three readings in four months.

Among other things, it contains the definition of "by-products of animal husbandry", as well as the consolidation of the right to formalize ownership of them.

The explanatory note to the document says that this will allow the inclusion of animal waste products in circulation, reflect them in accounting and tax accounting. This situation will ultimately minimize the risks and make possible the process of handling manure.

The authors of the initiative noted that the adoption of the new law will contribute to the formation of a new branch of organic fertilizers. This will make it possible to use such products not only as top dressing in agriculture, but also to export it to other countries.

The main provisions of the draft law come into force from the date of their publication, however, the requirements concerning the establishment of a number of rules for the circulation of animal by-products will only work from the autumn of this year.
