Experts have published the results of the evaluation of several oil extraction plants (MEZ) owned by the bankrupt holding. It turned out that their cost has increased by 1.5 times. At the same time, experts believe that several participants will take part in the upcoming auctions. After all, it is almost impossible to build new plants under sanctions, and there is a shortage of oil extraction enterprises in Siberia.
The last time assets were assessed was in mid-2020. Then it amounted to about 3.9 billion rubles. The auditors estimated the factories in Biysk and Barnaul owned by the company "South of Siberia" at 2.4 billion rubles. The enterprise in the Omsk region, which is owned by Prodex-Omsk, was estimated at 1.5 billion rubles. This did not suit the creditors and the auction was canceled.
Now the cost of the plants amounted to 6.09 billion. The plants of the Altai Territory were estimated at 3.31 billion and 1.04 billion, and the Omsk enterprise – 1.74 billion. Thus, as Kommersant notes, their assessment has increased by 1.5 times. Experts note that such an estimate may also be underestimated, since it was formed on the basis of an analysis of the oilseed market as of October 2021.
It is not yet clear whether the auction will be held at the new value or the creditors will again want to make changes to the audit results. Creditors will resolve this issue at the next meeting.
Recall that before its bankruptcy in April 2019, the holding produced vegetable oils in the amount of 1,450 tons every day. In 2018, the plant was commissioned into the arena of the Blagoye Group of Companies from St. Petersburg.
The Omsk enterprise is capable of processing 390 tons of rapeseed per day. According to experts, the shortage of rapeseed processing capacity in Siberia until recently led to the export of the bulk of the crop to other regions. And this is despite the fact that Siberia remains the leader in rapeseed production.
Starting from 2021, several large holdings have announced their desire to take over assets, which have received approval of a possible transaction in the FAS. It is difficult to predict at what price the plants will be sold as a result of the auction. All of them continue to work. In April-June 2022, the Barnaul MEZ was loaded by 95.4%, and the Omsk MEZ by 91.3%.
