The Tax Policy Department explained the specifics of the application of the professional income tax (we are talking about the self-employed).


Thus, not only Russian citizens can become self-employed, but also foreigners who are citizens of the member countries of the Eurasian Economic Union (EAEU), which includes Kazakhstan, Belarus, Armenia and Kyrgyzstan.

However, citizens of other countries will not be able to take advantage of a special tax regime (to become self-employed). The law does not provide for the application of a tax on professional income for such citizens engaged in entrepreneurial activity on the territory of the Russian Federation (Letter of the Ministry of Finance dated March 29, 2024 N 03-11-11/28553).
