Children without tickets were forbidden to be dropped off the public transport

The day before, Vladimir Putin signed a law prohibiting the removal of a child without a ticket from the buses. The norm applies to children under 16 years of age and does not apply in a situation when a young passenger travels with an adult person. The problem of free-riding children has existed for a long time. The child could find himself in an unfamiliar area and, moreover, not have the opportunity to contact his relatives. Now such measures are prohibited, and in fact, it is no longer possible to drop a child off the bus. Despite the humanity of the new law, it is not yet clear how to deal with the losses incurred by the carriers.

Car inspection with mandatory photography postponed until autumn

Earlier it was reported about the introduction of a rule of law requiring mandatory photographic evidence when carrying out a vehicle inspection. It was also proposed to draw up test cards according to a unified system. The same system was supposed to store a photograph of the car before and after the inspection. Even fines were introduced for operators - up to 300,000 rubles. It was assumed that this would help reduce the number of reports without actually examining the car. However, it turned out that the system is not yet ready to introduce such measures. Now all the rules will be postponed until October 1.

The list of exceptions for collecting a fine for the lack of registration at the place of residence has been expanded

Since the beginning of the month, the owners and relatives temporarily living in their premises have more grounds for not paying the fine for the lack of registration. According to the law, if you live outside the place of registration, you must make a separate registration. Previously, the exceptions were valid for the husband / wife, grandmother / grandfather, grandchildren, parents and children of the owner. Now brothers / sisters, guardians, wards, and also the owner's adoptive parents have been added to the list. An important aspect is the fact that the owner is registered in the same place of residence. For the rest of relatives, administrative fines from 2,000 to 7,000 rubles, depending on the region, are still provided for the lack of registration.

A new sign will appear on the roads

On March 1, a new road sign, indicating the presence of an automatic camera for violations photographing, will appear on roads. Now the presence of such cameras is indicated by a special sign with the image of a camera with a flash. However, its installation is possible only with a road sign, which sometimes creates a problem. A new sign, which will be installed outside settlements 150 - 300 meters before the start of control, is intended to solve it. In settlements, such a sign is planned to be placed at the entrances. However, while it is impossible to see the sign on the roads, it has not yet been developed.

The duty to accept Mir cards is assigned to small shops

Previously, the requirement to accept payments on the Mir card extended to retail outlets with a turnover of over 40 million rubles. Since March 1, this threshold has been reduced to 30 million. Now cardholders, among whom there are pensioners, military personnel and students, will have more opportunities to pay. Moreover, starting from July 1 of this year, it is planned to further reduce the threshold for store turnover to 20 million rubles.

The obligation to obtain separate consent for the dissemination of personal data has been established

The regulation applies to companies that work with personal data, such as social networks. Now, for the dissemination of personal data, you must first obtain a separate consent, the form of which will be approved by the Federal Service for Supervision in the Sphere of Telecom, Information Technologies and Mass Communications. In a situation where no separate consent has been obtained for the dissemination of information, it is considered that there is no consent and the dissemination of information is prohibited. In this case, inaction or silence will not be considered as consent. The amount of fines has also been increased. For example, the processing of data without the obligatory consent of the company can be fined up to 150,000 rubles. The obligation of operators to delete personal data at the first request of their owner has also been established.

A business requirements register will appear

The Ministry of Digital Development is preparing a portal, which will collect and systematize the rules that must be followed by the business. The necessary information will be entered into the system by the departments themselves. These include, in particular, Rostrud, Ministry of Emergencies, the Federal Service for Surveillance on Consumer Rights Protection and Human Wellbeing and others. In the register, it is planned to collect information about the requirements for the business, their validity periods, the companies that must comply with them, as well as the lists of documents required to submit.

Increased fines for foreign agents and media

On New Year's Eve, a law that toughens penalties for persons recognized as foreign agents, as well as the media mentioning them, was passed. For the latter, a fine of up to 50,000 rubles is established in a situation where information about a foreign agent is disseminated without a corresponding note. The foreign agents themselves in a similar situation risk getting a fine of up to 5,000,000 rubles. What is more, since March 1, criminal liability has been introduced for foreign agents. Such a liability may occur for a number of actions. Among them there are malicious evasions of registration in the register, collection of military information without signs of treason or espionage. As a punishment, fines and even imprisonment are provided.

Fines for disobedience to law enforcement officers have been significantly increased

The new law was adopted at the end of February and provides for tougher responsibility for disobeying the legal requirements of the FSS, Russian Guard and the police, including at rallies. For such actions, you can get a fine from 2,000 to 4,000 rubles or even 120 hours of compulsory work. Repeated violation will entail even more serious liability. Fines have also been introduced for those who finance mass actions. For individuals, the amount of liability varies from 10,000 to 15,000 rubles, for legal entities, it is even larger.

Remote extension of disability will be extended until October

The rule of law, introduced during the pandemic, according to which remote extension of disability is allowed, will now be extended until March 1. It was decided to allow using such a service until October 1 of this year. Thus, people who already have a disability will have a chance to automatically extend it for 7 months more, and those who receive it for the first time, will be given the opportunity to do this without personal appeal and additional examinations.
