This time the month starts with a week of non-working days.  Among other news, there are grants for business and soft loans, as well as the implementation of a large-scale project on the population census.  But first things first.

Non-working week

Non-working days have been introduced throughout Russia due to the record growth in morbidity and mortality from COVID-19. Their period will end this coming Sunday, November 7th, unless further extended.

Same as before, this means that employees should not go to work, while employers should keep their wages. Non-food stores, restaurants and entertainment establishments are closed, and entrance to theaters and museums is limited by the certain percentage of occupancy and is possible only with a QR code.

Grants and concessional lending to support businesses

The allocation of funds to support SMEs and socially oriented NGOs from the sectors most affected by the pandemic was announced again. At the end of October, Mikhail Mishustin announced that 38.5 billion rubles were planned to be allocated for payments for these purposes. The final amount that a particular entrepreneur can count on will be based on the minimum wage for each employee working in the company.

Thus, as planned by the government, support will be provided not only within the framework of the salary fund, but also in order to cover the revenue lost as a result of the restrictions imposed.

An application for a grant can be submitted to the tax office remotely until November 15, and payments will begin in the second half of the month and will last until the end of the year.

Additionally, the business will be eligible for concessional lending. The rate will be 3% per annum - small businesses and socially oriented NGOs will be able to apply for money. The main condition for obtaining a loan is to retain more than 90% of employees. More than 30 banks participate in the program.

Pension supplements

A number of pensioners are promised an increase to their regular pension in November. We are talking about the defenders of besieged Leningrad, as well as former members of flight crews of civil aviation aircraft and workers in the coal industry. In the first case, the amount of the payment will be 50,000 rubles and will be paid to pensioners who have the awards ‘For the Defense of Leningrad’ or the badge ‘Inhabitant of the besieged Leningrad’.

The increase is timed to coincide with the eightieth anniversary of the establishment of the Road of Life - a path across the ice of Ladoga Lake, which connected the besieged city with the outside world.

In the second case, the increase is associated with the indexation of pensions, which are carried out in connection with difficult and risky working conditions. It is worth noting that the non-working days introduced in the country will not affect the timing of the payment of pensions: the main banks, as well as post offices, will work as usual.

New form of vaccination certificates

From November 8, Russia plans to introduce a new form of the COVID-19 vaccination certificate. It is assumed that the certificate will be automatically generated in electronic form in Russian and English, as well as have a separate place for the QR code. The authorities hope that the measure will reduce the number of false vaccination documents. Previously received certificates will be automatically converted on the State Services portal.

Corporate phone numbers will ‘come out of the shadows’

Until November 30, companies and individual entrepreneurs are required to provide data on corporate mobile numbers, and employees, in turn, must confirm the information provided. Both actions can be performed through the State Services portal.

In case of failure to provide the requested information, from December 1, telephone numbers will be blocked. The innovation is aimed at combating fraudsters and should ensure a decrease in the number of crimes using anonymous SIM cards.

Population census

Until November 15, a population census is being conducted in Russia. The measure is necessary for the correct calculation of the number of roads, schools, hospitals, as well as the amount of state support and the standard of living in different regions. This time, it is possible to take part in the census through the State Services portal - personal data of only one family member is required.

You do not need any supporting documents to provide information for the census, and if you are not registered at the State Services portal, the data can be reported at the census stations, for example, at the MFCs.
