Deputy Yaroslav Nilov proposed to introduce a moratorium on the growth of tariffs for housing and communal services from mid-summer until the end of this year. The measure is designed to support Russians during the difficult period of the pandemic and falling incomes.
The text of the bill
has already been published on the portal of legal acts. The explanatory note to the document says that the draft law is aimed at easing the burden of paying utility bills for citizens during the spread of coronavirus infection.
Among the problems that Russian citizens face, there are the crisis, falling wages, inflation (which almost entirely fell on food products) and job losses.
The authors of the initiative believe that the growing cost of utilities has an additional negative impact on the level of life.
According to the already approved resolution of the Government of the Russian Federation, in the second half of 2022, prices for housing and communal services will increase again, in a number of regions by 6-6.5%. We are talking about Chechnya, Sevastopol, Moscow and St. Petersburg, Yakutia, Tatarstan and Dagestan.
In addition, the deputies noted that the spread of coronavirus infection is forcing Russians to spend more time at home, which also creates a need for large spending on utilities.
The Government of the Russian Federation has already given its assessment of the bill, indicating that the measure proposed in it will lead to new budget spending, since the public services sector will not receive funds that will have to be compensated. Thus, the Cabinet of Ministers opposed the adoption of the document.
