THEY WANT TO USE THE EXECUTIVE INSCRIPTION TO COLLECT DEBTS FOR HOUSING AND COMMUNAL SERVICES
A bill involving the use of an executive inscription to collect debts for housing and communal services (housing and communal services) will be submitted to the State Duma. This was stated by the deputy from United Russia Sergey Pakhomov.
It is proposed to amend the fundamentals of legislation on notaries and a number of other laws. According to Vedomosti, the authors of the project believe that the changes will solve the issue of non-payments for housing and communal services. According to them, this problem has always been very painful. Thus, according to the results of the first quarter of last year, the debt of citizens for housing and communal services reached almost 900 billion rubles.
The authors of the initiative also collected statistics on court cases related to the collection of fees for residential premises and utilities. In 2022 alone, there were over 10 million of them.
As the deputies suggest, the notary will be able to make an executive inscription, provided that the debtor, according to the EGRN, is the owner or user of the apartment in which the debt for housing and communal services arose. At the same time, prior to these actions, the citizen will have to be notified of the received request.
