THE TAX RATE IS PROPOSED TO BE TIED TO THE AMOUNT OF INCOME
Russia intends to introduce a progressive scale of taxation on personal income. This was reported in the telegram channel by one of the authors of the bill - a deputy from the LDPR faction Yaroslav Nilov.
A bill has been submitted to the State Duma, according to which it is proposed to distribute the tax rate from 0% to 35% depending on the income of citizens:
• up to 360,000 rubles – 0%;
• from 360,000 rubles to 5 million rubles – 13%;
• from 5 million rubles to 10 million rubles – 603,200 rubles and 15% of the amount over 5 million rubles;
• from 10 million rubles to 50 million rubles – 1.35 million rubles and 25% of the amount over 10 million rubles;
• from 50 million rubles to 100 million rubles – 11.35 million rubles and 30% of the amount over 50 million rubles;
• from 100 million rubles – 26.35 million rubles and 35% of the amount over 100 million rubles.
As the legislators note, when exempting the poor and middle-income citizens from income tax, the question of budget replenishment arises, because it is replenished mainly at the expense of tax-exempt categories of citizens. Therefore, the authors of the initiative proposed to significantly increase the income tax for individuals with high and ultra-high incomes. Such a measure will help to smooth out social inequality and increase the incomes of the poor.
The debate about the introduction of a progressive tax scale has been going on for quite a long time. Recall that for 22 years in the Russian Federation there has been a fixed tax rate on the income of all categories of citizens - 13%. Two years ago, income tax was increased for incomes over 5 million rubles a year – 15%.
