The Ministry of Agriculture plans to supplement the list of malfunctions in the event of having which the operation of ATVs, snowmobiles, swamp vehicles and other off-road vehicles will be prohibited.
According to the Kommersant media outlet, operating restrictions will be introduced in the event of malfunctions in the exhaust and steering systems (steering play should be no higher than 15 degrees). Also, a ban can be introduced for the absence of license plates, inoperative headlights and brake lights.
It is assumed that the innovations will come into force on September 1, 2022.
They will be included in the law ‘On self-propelled vehicles and other types of equipment’. More detailed lists of restrictions will be developed by the regional authorities. According to preliminary data, evacuation of faulty and unsafe all-terrain vehicles will be envisaged in the Moscow region, it is also possible to install blockers and seal the equipment up.
Now the bill of the Ministry of Agriculture is being considered by the government subcommittee on administrative reforms. According to official data, there are about 250 thousand vehicles in the Russian Federation which may fall under restrictions.
