Rapists and murderers will be banned from working in taxi
This Monday, on September 6, a number of interesting documents will be considered at a meeting of the Commission of the Government of the Russian Federation on legislative activity.  Among them are initiatives related to the transportation of passengers, as well as the law aimed at establishing restrictions for Russian athletes moving to foreign clubs.

Rapists will be prohibited from working in a taxi service 

The Ministry of Transport of the Russian Federation has come up with an initiative to establish a legislative ban on working as taxi, bus, trolley bus or tram drivers for persons in the event of having an unexpunged or outstanding criminal record.
We are talking about a number of crimes against the person, which include murder, rape or abduction.
However, there are others on the list, such as robbery or plundering and even crimes against the foundations of the constitutional order.  The progress of the bill can be tracked here.

In addition, the Ministry of Transport of the Russian Federation proposed to introduce a ban on assigning the status of an individual entrepreneur to persons with an unexpunged or outstanding criminal record in the event that they declare passenger transportation as a type of the activity.  The document introduces the obligation of such persons to provide certificates of conviction.

Transfer to foreign sports clubs will become possible only after compensation of expenses

The Ministry of Sports of the Russian Federation proposed an innovation, in accordance with which restrictions are established for Russian athletes moving to foreign sports clubs.  The rule of law contains a requirement to pay compensation to a Russian organization that carried out sports training in the amount of expenses incurred by it.  Athletes under the age of 23 may be eligible for this requirement.  The sports in which such a rule can be adopted have not yet been named.
