The State Duma has received the initiative, according to which kindergartens and schools that do not accept unvaccinated children should be fined. It is estimated that the fines will reach up to 100 thousand rubles.
The initiative was prepared by representatives of the United Russia party. According to Izvestia newspaper, if it is accepted, amendments will be made to the new Code of Administrative Violations (CAO). Officials believe that in the case when children are not admitted to the schools and kindergartens without vaccination, the rights of parents to choose the form of education are violated - organizations and officials should be punished for this.
At the initiative of the deputies, officials should be fined for 10-30 thousand rubles and the legal entities for 50-100 thousand rubles.
Parliamentarian Nikolai Zemtsov, referring to the normative acts, noted that preventive vaccinations and examinations of children are carried out only with the voluntary consent of the parents. Therefore, if the parents refuse, no one has the right to oblige them or prohibit children from attending educational institutions.
The authors of the initiative believe that now parents are not protected from this, and very often they are deprived of their priority right to raise children. Currently, the document is under consideration by the Ministry of Justice. We should recall that the new Code of Administrative Offenses will come into force in 2021.
For the moment, the lack of vaccination is indeed a serious obstacle to the child's admission to school or kindergarten. In some cases, conflicts between educational institutions and parents force the latter to transfer their children to home schooling.
