The arbitration court ruled on the bankruptcy case of the Chelyabinsk Yuzhuralmost. The firm was declared insolvent. Alexey Kononov has been approved for the role of bankruptcy trustee.
In 2015-2018, the Magnitogorsk firm was a legend of road construction in the region. She worked successfully when Mikhail Yurevich was the head of the region. Boris Dubrovsky, who replaced him, whose personality was associated with the special success of the enterprise, also came from Magnitogorsk. The firm won state contracts in 95% of cases, local media write.
It was with Yuzhuralmost that the sources linked the departure of Dubrovsky. The reason for his resignation was the facts discovered by FAS employees. The agency has established the existence of collusion between the organization and the governor. The position of the antimonopoly authority has been confirmed in the courts. As a result, Yuzhuralmost received a fine in the amount of 484.3 million rubles. Dubrovsky failed to appeal this verdict to the Supreme Court.
The initiator of the bankruptcy of the road builder was the company Ural-Service Group (USG). Its founder was several individuals, including the former director of Yuzhuralmost, Alexander Zyryanov, as well as the capital firm Oikumena.
At the end of 2019, almost the entire team of Yuzhuralmost, who worked in its Chelyabinsk division, moved to the organization, where initially only one employee was listed. The company managed to conclude an agreement with the city administration, involving the improvement of the embankment. However, the organization failed to meet the deadline by December 15, 2020.
Despite this, in 2022, USG received contracts from the regional authorities for road repairs in the amount of 1.2 billion rubles. The plan was determined for three years ahead.
Yuzhuralmost is being liquidated at this time. The shareholders decided this back in March 2022. Until November, liquidation measures were carried out, until the FSS applied to arbitration, demanding 21 million rubles. In this situation, the employees of the Federal Tax Service were prohibited from continuing the liquidation of the business. A month later, USG announced its plans for bankruptcy.
