The coronavirus pandemic has contributed to the dynamics of the growth of bankruptcies, which experts have recorded over the past years. In the first three quarters of 2020, the number of positive decisions taken by the courts in relation to the insolvency of individuals increased by 64.5%. And this is only the beginning of possible growth, which can be expected at the beginning of 2021, emphasize the experts.
For example, in September, the number of bankruptcies almost doubled compared to the same period in 2019. The record number of citizens who became insolvent in one month (12,225) makes us to think about several factors that are prompting people to increasingly seek bankruptcy, starting from October 2015, when it became legally possible.
Along with the pandemic, many blame educational factors as the cause of bankruptcies.
More and more citizens are raising their awareness through the resources of digital Internet platforms, helping to determine the strategy of financial behavior. In this sense, the pandemic is only one of the possible motives that accelerate the adoption of appropriate decisions by citizens due to the uncertainty about the future and the general state of economic instability.
It is curious that the regions, where the dynamics of bankruptcies in 2020 doubled were not Moscow or the regions of the Russian Federation located close to it, but more distant from the capital business of Buryatia. Here the number of insolvent citizens has grown by 156% in relation to the previous year data. A significant increase in the number of bankruptcies was recorded in the Tyumen (140%), Orenburg (123%) and Novosibirsk (101%) regions.
Although Moscow remains the leader in absolute rates, it demonstrates a more modest pace in the number of insolvency decisions.
The possibility of out-of-court bankruptcy for citizens, which has appeared in September this year, has already been massively discussed in various media. Many experts expressed concern that this could also lead to an increase in the number of bankruptcies, which have become more accessible to citizens. It would seem that it is enough to come to the MFC with a claim, indicating your creditors in it and the work is done. After all, if a citizen has a debt from 50 to 100 thousand rubles and there is no property through the sale of which it could be paid off, it is impossible to go to court.
However, experts note that this year, the new legal opportunity did not have a significant impact on the overall statistics of bankruptcies. Out of the 4 million individuals who, according to the forecasts of the National Association of Professional Collectors, could already start out-of-court bankruptcy proceedings, only a few took real action.
Only 1993 petitions for out-of-court bankruptcy were filed in September, 80% of which were returned back due to unfinished enforcement proceedings and other reasons.
Therefore, experts predict that a delayed effect can be seen in the next year or two. The emerging macroeconomic situation also does not allow predicting a decline in insolvency growth rates in the nearest future.
