More than 400 thousand Russian citizens, unable to cope with the burden of accumulated debts, have officially become insolvent. The rate of ruin is growing both in comparison with the COVID-19 year 2020 and in comparison with the relatively calm 2019.
The number of individuals declared bankrupt in January-September 2021 increased by 137 thousand. Such figures are given by the finanz.ru media outlet, the specialists of which have studied the data of ‘Fedresurs’ website.
Experts say that the reason for the negative dynamics is the general drop in the income of the population, which occurred against the backdrop of the pandemic.
In total, since the moment when the legal norms on the insolvency of citizens began to operate in Russia, 419,765 people have been declared bankrupt. At the same time, the number of such bankruptcies in the first nine months of 2021 turned out to be 80% more than in 2020. Compared to 2019, the number of bankruptcies increased by 188%, which means that it has almost doubled.
Statistics show that in most cases (95.1%) the initiative for launching the bankruptcy proceedings of citizens belongs to them. People simply cannot pay off their debts and file applications in court. Situations when tax authorities initiate proceedings against individuals are minimal. Their share slightly exceeds 1.1%. In another 3.8% of cases, the bankruptcy of citizens is initiated by their creditors.
Moscow (7402 people) and Moscow Region (7315 people) are the leaders in the number of bankruptcies.
Kuban (6882 subjects) and St. Petersburg (6086 people) follow them with a slight lag. A number of regions (Samara, Sverdlovsk, Rostov, Chelyabinsk, Volgograd) and Bashkiria (5340 individuals) also entered the top ten regions in absolute terms.
Recently, the cases when officials are engaged in bankruptcy through the MFCs have been added to the bankruptcies of individuals carried out by the court. Of the total volume of applications submitted to the MFCs, about 40% were satisfied. In other cases (7920), the documents were returned back to the citizens.
Experts note that the upward trend in the number of personal bankruptcies will continue next year. From February 1, a regulatory act, allowing citizens to retain income in the amount of the subsistence level in the event of debt collection through the MTP, will come into force in Russia.
Taking this into account, one can expect an increase in the popularity of bankruptcy among low-income citizens.
In the meantime, the population continues to go into debt, on the maintenance of which they have to spend on average more than 60% of their income. The number of enforcement proceedings to collect debts of citizens to banks has grown by 1.5 times, and the total debt of individuals to credit institutions has already exceeded 0.5 trillion rubles.
