Rostov authorities made a decision to liquidate funeral home saved from bankruptcy
Municipal Unitary Enterprise ‘Specialized Public Services’ (SPS), which served as a funeral home in Rostov-on-Don, is to be liquidated.  The decision was made by the city authorities, which included the enterprise into the list of other municipal firms, which must cease to exist or be reorganized.

Alexander Bezborodykh, who headed the Department of Property and Land Relations (DPLR) until recently, shared his ideas about the plans of the Rostov administration to close or privatize commercial organizations that are on the balance sheet of the city with reporters.  The former official, who had been in charge of the department since 2019, left the post on February 8, having received the resignation from city manager Alexei Logvinenko.

The authorities call the requirements of the federal law, requiring to reduce the number of municipal unitary enterprises by 2025, the reason for the liquidation of the ‘SPS’.  It was decided that only three organizations of this kind would remain in the city.  One of them manages electric transport, the other oversees hydraulic structures, and the third is responsible for the city lighting (Rostgorsvet).
It is curious that until recently, city officials were happy to admit that ‘SPS’ managed to avoid bankruptcy.
In September 2021, an insolvency suit was filed against the organization by the tax authorities.  The basis was debts of 5.9 million rubles.  After three months of litigation, the arbitration court dismissed the case, having rejected the claims of the Federal Tax Service No. 25.

However, this is not the first time the funeral home has found itself in a situation of financial collapse.  In 2018, the Rostov authorities saved ‘SPS’ by means of financial injections of 15 million rubles.  Then it saved the company from collapse.  Now it was decided to liquidate the organization, despite the opinion of the regional commission, which proposed to reorganize the enterprise into an institution and continue its activities.
It is known that along with the funeral home, the city authorities decided to liquidate another MUE, the ‘Joint Directorate of Rostov Objects Under Construction’.
Other municipal enterprises will be privatized or transferred to the status of institutions, in particular, the city newspaper ‘Official Rostov’, which still has the status of a municipal enterprise.
