ROSNEFT CONSTRUCTION CONTRACTOR DECLARED BANKRUPT
On October 11, 2023, the arbitration Court (AS of the Samara region) issued a verdict in the insolvency case of the company "Samaragazspetsstroy" (SGSS), which performed large contracts for oil and gas industry enterprises (case no. A55-31365/2022). The construction company was declared bankrupt.
The next meeting, at which it is planned to consider the results of the bankruptcy proceedings, is scheduled by the court for April 10, 2024. Alexey Barinov, representing SRO "GAU", was approved for the role of manager.
The company, located in Kinel, was created by Naurzalin (80%) and his business partner Shamil Ramazanov (20%) in 2012. A few years later, Ramazanov's share was bought out. The only beneficiary of the construction company was Naurzalin. The firm's partners were oil and gas companies (including Rosneft).
According to local media "Obozrenie", the CEO and owner of the company Ruslan Naurzalin was imprisoned in August 2022. The basis was large debts (over 194 million rubles) to the tax authorities. The SSSS additionally accrued amounts exceeding the total amount of tax payments for the last five years.
Investigators believe that from the spring of 2017 to June 2018, Naurzalin underestimated the tax base of the company by concluding fictitious contracts with several legal entities. As a result, the treasury missed over 46.95 million. Also, the head of the company was charged with making false orders on the transfer of assets for 17.8 million. Later, representatives of the company tried to protest the actions of the tax authorities, pointing to the omission of the statute of limitations for filing a complaint by finding the director in custody.
A possible reason for checking the organization by the tax authorities could be significant income that does not correspond to the size of the profit received. In 2017 , the firm received revenue of 1.7 billion. The average annual revenue for five years was about 1 billion, while the maximum profit was about 35 million. 2021 turned out to be unprofitable for SSGS, the company missed 5.6 million.
The bankruptcy was initiated by the tax authorities and the Kinel company "Technik", which demanded 46,664,646.54 rubles from the defendant. In December 2022, both cases (no. A55-31327/2022 and no. A55-31365/2022) were merged into one. In January 2023, surveillance was introduced.
In July 2023, the interim manager of the SSGS asked the court to bring Naurzalin to the subsidiary. To date, the amount of claims is about 429 million rubles. The company's balance sheet has assets worth 611 million, but their market price will be determined by bidding. According to experts, it may be much lower than the balance sheet.
