ROSKOMSNABBANK PJSC DECLARED BANKRUPT

Roskomsnabbank, located in Ufa and deprived of its license back in March 2019, was finally declared insolvent.  The bankruptcy proceedings, opened by the arbitration court of Bashkiria, will last one year (until July 13, 2022).  During this period, the functions of the manager will be performed by the Deposit Insurance Agency (DIA).

It is known that in March 2019, the bank's liabilities to depositors (there were 32.5 thousand of them) were estimated at 17.4 billion rubles. At that time, the temporary administration of the Central Bank of the Russian Federation estimated the assets of the credit institution at 4.4 billion, and the total amount of liabilities at 23.1 billion. By December 1, the DIA had paid clients 17.2 billion.

We should remind our readers that the bank's problems began more than two years ago, when the regulator suspected the leadership of the credit institution in activities resembling a financial pyramid.

The bank was then headed by Flyur Gallyamov, a former deputy of the State Assembly of Bashkiria. As a result, the bank's license was revoked. The Central Bank of the Russian Federation, represented by the National Bank of Bashkortostan, also applied to arbitration with a claim for the bankruptcy of the organization.

The case stalled, since the shareholders of the Ufa bank (first of all, the family members of the ex-chairman of the board of directors Gallyamov) convinced the arbitration court that it was necessary to carry out a special examination, appointed by the court for February 21, 2020. It was conducted by three employees of Finexpertiza capital company. The experts had to assess the credit risks of 87 legal entities, a significant part of which are engaged in the construction industry.

In the process of bankruptcy, the republican prosecutor's office also decided to enter the Roskomsnabbank case as a third party.

A petition was filed with the court about the need for control by the prosecutor's office over the possible violations of financial legislation and the need to include it in the process. The employees of the Bashkirian prosecutor's office appealed against the initial refusal of the court. As a result, on January 14, the appeal completely reversed the original court decision and the prosecutor's office was included in the process.
