On April 19, the arbitration recognized the insolvency of “Rasko” company.  The organization is the owner of the plant in the village of Anopino, which was the largest glass making enterprise in the Gus-Khrustalny district of the Vladimir region.  Bankruptcy proceedings are planned to be finished within six months.  During this period, the bankruptcy trustee will have to prepare a report on the results of the next stage of bankruptcy of the organization.

The plant's bankruptcy story became resonant after the enterprise's employees had appealed to the country's leadership.  In a letter to Vladimir Putin, they described how well the company's business developed in the 1990s, but by 2015, loans led the company to losses.  In 2018, the losses exceeded one billion rubles.

In 2019, the owner of the plant signed a lease agreement with the Expo Glass company, which became the holder of 58% of Rasco's debts and its main creditor.  The number of jobs increased by 200 people.  342 residents of Anopino village worked in the workshops of the plant (less than 2 thousand people live in it).
By the time the plant was declared bankrupt in April 2022, it employed 17 workers.
The bankruptcy lawsuit against Rasko LLC was simultaneously filed by several firms in April 2018.  Since September 2019, the plant has been under surveillance.  However, a fierce conflict between business entities over the issue of enterprise management caused difficulties in the work of an interim manager.  An additional factor affecting the work of the plant was the presence of a tenant represented by Expo Glass.

Vitaly Mironov, who in the past was not only the head of Rasko, but also was the MP and sat in the regional Legislative Assembly, took an active role in the bankruptcy process of the company.  He stated that he was elected the head of the company and announced plans to break the lease agreement with Expo Glass.  It was reported that the contract was terminated in March 2021.  However, the tenant, apparently, was in no hurry to leave the plant.
In October 2021, the owner company attempted to do inventory.  The specialists who came to the plant discovered the absence of glass melting furnaces and other equipment.
In the process, it turned out that the dismantling was organized by the order of the head of the Expo Glass company, Alexander Smirnov.  As a result, damage worth 1.5 billion rubles was recorded and an appeal to the police was filed.

Prior to that, back in July, the Vladimir Regional Investigative Directorate of the Ministry of Internal Affairs of the Russian Federation began an investigation against Alexander Smirnov in the case of causing property damage (Part 2, Clause “b”, Article 165 of the Criminal Code of the Russian Federation).  According to the investigation, the CEO of Expo Glass in April 2019 managed to decrease the rent payment by compiling a falsified list of leased equipment.  As a result, the owner did not get 80 million rubles.

The ex-head of the plant, Mironov, was also fined for 1.3 million rubles in 2021.  The reason for the fine was a criminal case related to the non-payment of taxes during the period when the former deputy was the CEO of the enterprise.
