A large Russian city is at risk of extreme shortage of buses and fixed-route taxis for passengers’ transportation. Experts cite leasing contracts, according to which about 50% of vehicles in the capital of the Chernozem region were purchased, as the reason for this.
Leasing companies have increased rates on existing agreements up to 30%, and new contracts are proposed to be concluded at a double rate. Carriers may face bankruptcy in such a situation, while partners explain their financial policy by the increase in the key rate by the Central Bank.
The head of RusAvtoLeasing, Marina Potapova, in an interview with Abireg, said that lessors were forced to raise rates in accordance with contracts in order to at least partially cover the costs incurred. At the same time, cases of growth in rates up to 30% were recorded in many credit institutions. Banks often refuse to comment on why they do not cut rates in proportion to the actions of the regulator.
Experts predict that the majority of large private companies currently operating in Voronezh (Avtoline+, ATP-1 and VTK) will have to reduce the amount of transport. The lack of transport will inevitably affect the lives of citizens. Companies themselves in this situation may end up under the yoke of penalties. They cannot increase the fare to economically justified values due to prohibitions from the federal government. Without subsidies, transport companies will face bankruptcy.
Some regional media hear accusations of the regional authorities of unwillingness to seek a way out of the current situation. The tram network in the city ceased to exist in 2009 and was completely dismantled by 2020. Now a similar fate may await the trolleybus fleet, which is also not in the best condition.
According to the quality rating of mass transport among 50 cities of the Russian Federation, conducted by the staff of the Institute of Transport Economics and Transport Policy of the National Research University Higher School of Economics, Voronezh was in 47th place. The criteria for such an assessment, in particular, were the state of the transport infrastructure, the total capacity, the volume of offers and the share of electric transport.
