Chairman of the Board Alexander Vorontsov and Oleg Kotenev, representing the interests of the owners of the credit institution, the bankruptcy of which is currently being dealt with by the Perm arbitration, reported falsifications by the regulator.  In particular, we are talking about the documents that previously became the grounds for initiation of bankruptcy proceedings by the Central Bank.  At the same time, the head office of the Central Bank of the Russian Federation in the Urals believes that there were no falsifications, calling the actions of the top management objections directed against a non-normative act approved by the interim administration.

The appeal is dated November 15, 2021.  It turned out that the firm ‘Bank Audit’, the duties of which included forensic examination, received falsified materials from the provisional administration.  In an act dated November 3, it was reported that the bank was missing the original documents on 12 loan contracts.

It turned out that the Central Bank received everything it needed through the electronic document management, duly certified by an EDS back in January-April 2021.  However, the alleged lack of the necessary documents became the basis for the emerging regulator's demand to add additional reserves, remind the representatives of Proinvestbank.
And the inability to fulfill it, in turn, became the basis for filing a bankruptcy claim in court.
The conflict situation, in which the Central Bank of the Russian Federation and a credit institution from Perm found themselves, began in April.  First, the regulator revoked the bank's license, pointing out a violation of the law.  A month later, a bankruptcy claim based on an analysis of the financial condition of the organization appeared. But the bank did not agree with the impracticable requirement to add additional reserves, appealing it in the arbitration court.  The management asked the court to appoint an expert examination of the amounts indicated in the order of the Central Bank.  As a result, the application was satisfied.

It is clear that neither the interim administration, nor the Central Bank of the Russian Federation are interested in delaying the examination period.  However, Alexander Skladchikov, who was entrusted with the examination, requested additional documents during his work.
At the moment, the examination was extended by the court until December 7.
Only time can tell, whether any discrepancies in the work of the provisional administration, pointed out by the representatives of Proinvestbank, will be revealed during the analysis.  The court hearing on the fraud is scheduled for December 16, 2021.
