"NEW STREAM" DMITRY MAZUROV DECLARED BANKRUPT
The capital arbitration awarded JSC "Novy Potok" the status of a bankrupt. The company, which was previously part of Dmitry Mazurov's oil holding of the same name, has been under surveillance since November 2021 at the initiative of the Moscow tax authorities. The register of creditors' claims includes 76 million rubles in the second stage and 123 million rubles in the third.

The firm was engaged in consulting activities in the field of management and commerce. Initially, the initiator of the company's bankruptcy in January 2021 was the Antipinsky Oil Refinery, which was once the main asset of the Novy Potok holding. In May 2019, the company left as collateral to Sberbank, and in May 2022, Rusinvest acquired the refinery for 111 billion. The owner of the Antipinsky Oil Refinery is part of the Rusenergocapital CC Group of Companies.

After the arbitration court did not accept the refinery's application for consideration, the main plaintiff in the case was a division of the Federal Tax Service. Until November 2021, the parties tried to settle the lawsuit and conducted a negotiation process.

According to experts, by now there is practically nothing left of Dmitry Mazurov's "oil empire".

Afipsky Refinery, which was part of the New Stream Group of Companies, became the property of one of the organizations belonging to Safmar Holding. A similar fate befell the Mari Refinery, which was transferred to a company associated with the ICD.

Dmitry Mazurov himself was in custody. The investigation accuses the former business owner of fraud. According to the investigative authorities, the entrepreneur appropriated $29 million. Another 473 million rubles were withdrawn from the accounts of the ANPZ and spent. The criminal case was opened several years ago, and Mazurov himself was detained in mid-2019.

Since June 2020, Mazurov has also been bankrupt. His insolvency was initiated by a foreign firm, Pursuit Services Inc. Creditors demand more than 230 billion rubles from him.
