Leading IT-developer of the Ministry of Defense goes bankrupt
‘Central Research Institute of Economics, Informatics and Control Systems’  (TIN 7703824477), which was engaged in the creation of software for the Ministry of Defense, was declared bankrupt.  Judge of the Moscow Arbitration Court Maria Palkina made a decision to introduce bankruptcy proceedings in the organization on January 21, 2022. They will be carried out within next six months.  Pavel Epifanov, representing the Union ‘SRO BT of the North-West’ was appointed as a bankruptcy trustee in the case (No. A40-231010 / 18-103-210B).

It is noted that the company's debt is 3.57 billion rubles.  Moreover, a significant number of creditors are organizations that are part of the Rostec structure.  All of them hope to get the most ‘fruitful’ asset as a result of bankruptcy - the building located on Tverskoy Boulevard of Moscow, the approximate cost of which is estimated at 7 billion rubles.

In April 2021, Rusbankrot published a material about the trial in the case of the ‘Central Research Institute of Economics, Informatics and Control Systems’.  The organization, which has existed since 1969, was once subordinate to the Ministry of Defense and the Ministry of Industry and Trade, and in 2014 became part of the Rostec structure.
In October 2018, the process to declare the company insolvent began.
The Institute is known for its software developments.  In particular, ‘Central Research Institute of Economics, Informatics and Control Systems’ created the ‘Rassvet’ and ‘Zarya’ operating systems.  They were based on the Linux OS code, which is in the public domain.  The company was also engaged in the creation of robots, fulfilling orders from the Ministry of Defense.

It is reported that all the intellectual property of the bankrupt structure will be distributed among the specialized divisions of Rostec, which will continue to be engaged in research projects.  However, many experts note that some inventions and computer developments of the research institute (in particular, DBMS and face recognition systems) may belong to the customers.
