Garbage operator of Novosibirsk declared its own  bankruptcy
‘Ecology-Novosibirsk’ LLC, operating in the Novosibirsk region with solid household waste (SHW), published a message about the intention of bankruptcy on the ‘Fedresurs" website.  Prior to that, the organization managed to file a number of claims with the arbitration court to a dozen firms and three entrepreneurs, trying to collect the debts.  Among the defendants of the regional operator, there are the Tolmachevo airport and the structures of Russian Railways.

‘Ecology-Novosibirsk’ has existed since October 2012.  The ultimate beneficiary of the enterprise is the ‘VIS’ company, which is building the fourth bridge across the Ob river in Novosibirsk.  It owns about 70% of the capital of company.  The remaining shares are divided between private individuals (Tatyana Bobyreva, Ekaterina Nevzorova and others).

At the end of May 2021, Rusbankrot wrote about the way the garbage operator tried to drive its contractors to bankruptcy by refusing to pay for the garbage collection services provided.  Since April 2019, there have been six transport companies in the region that have not received the third part of payments from ‘Ecology-Novosibirsk’ company.
At the same time, the head of the company, Larisa Anisimova, continued to refer to the markup of vehicle mileage and the wrong volume of work, accusing the transport workers of fraud.
The counterparties tried to defend their good name by complaining to the regional governor.  As a result, already in August, the head of the ‘Ecology-Novosibirsk’ region received a warning that the authorities might terminate the contract with the organization for the next year if the situation remains the same.

In September, the garbage operator lost a lawsuit against ‘Novosibspetstrans’ company.  The arbitration court ordered the company to return 128 million rubles of debt to the transport company under the contracts executed back in 2019.  In order to fulfill the obligation set by the court, ‘Ecology-Novosibirsk’ literally bombarded housing cooperatives and homeowners' associations of one of the city's districts with messages, demanding to work more actively on paying off the debts for the removal of solid waste.
Experts suggest that the company's debt obligations can only increase as a result of bankruptcy.
Over the past three years, the number of claims against the operator has reached fifty.  Their total amount is more than the revenue received in 2020 (2.5 billion rubles).  Moreover, cases with claims for 845 million rubles are still being considered by the arbitration, and writs of execution for claims for 56 million rubles have already been filed for recovery.

The management of the company explains the debts themselves by the difficulties of the initial period of work of the company for the utilization of solid waste.  If a monitoring procedure is introduced, the organization, as experts explain, will be able to get a deferral in payments that the transport companies have obtained through the courts.  Considering that the company is obliged to pay off its debts in late 2021 - early 2022, bankruptcy may be the only way to save the city and the region from a possible garbage collapse during the Christmas holidays.
