Former Secretary of the RSFSR Burbulis avoided bankruptcy
At the end of December, the arbitration court of Yekaterinburg received a claim from Gennady Kireev (case No. A60-68363/2021). The plaintiff demanded that Gennady Burbulis should be declared insolvent (TIN 771002390150).
The former associate of the country's first president owed the plaintiff 200,000 rubles. Given that the amount of the debt turned out to be less than half a million rubles, which is less than the amount provided by law as a basis for bankruptcy in court, the court ultimately refused to accept Kireev's application. However, Burbulis still has to return the money.
The 75-year-old Burbulis was called the Kremlin's ‘grey eminence’ 30 years ago.
During 1991-1992, he was the first deputy head of the Russian government and the closest associate of Boris Yeltsin. He had to participate in the preparation of the historic agreement in Belovezhskaya Pushcha, which became the legal basis for the collapse of the Soviet Union. The document was signed on December 8, 1991.
It is known that over the years Burbulis played the role of a people's choice in the State Duma and served as a vice-governor of the Novgorod region.
He actively participates in the public life of Yekaterinburg, giving lectures to students.
The conflict between Burbulis and Kireev over a debt of 200 thousand is quite remarkable. On January 3, 2016, the former Secretary of State received a sum of money as a result of its transfer by payment orders from a certain company (an impersonal copy of the document is posted on the website of the court).
Kireev, having received the right to demand the return of the amount under the assignment agreement on November 19, 2018, sent an application for the recovery of this amount as unjust enrichment to the Moscow court in mid-2019. On July 1, the proceedings were initiated in a case.
On November 11, 2019, the decision in the case was made by the judge of the Tverskoy District Court Olga Zatomskaya (case No. 02-6068/2019). The judge rejected the claim of Kireev.
In February 2020, the plaintiff filed an appeal with the Moscow City Court. On September 30, 2020, a ruling, according to which Burbulis still had to return the money, was issued. The court pointed out that he had no rights of the creditor for this money, since the evidence base for this was not presented in court.
