Bankruptcy of "Lipetskoblbank" finally completed
On March 14, the Lipetsk arbitration issued a final verdict, ending the bankruptcy of the bank.  Bankruptcy proceedings, which lasted for almost a decade, ended with the repayment of 569.7 million rubles of debts to creditors.  All property that could be sold was sold, but the organization was unable to pay all debts to 556 creditors (in the amount of 704.8 million rubles).

Lipetsk Regional Bank lost its license in July 2013.  The Central Bank found that by the beginning of May 2013, the bank's high-risk assets exceeded its own funds by 38.5%.  At the same time, 80% of the monetary resources were the deposits of citizens.
The regulator considered that the credit institution pursued a policy associated with increased risks, without strengthening it by creating the necessary financial reserves.
After the requirements of the Central Bank were met and reserves for low-quality assets were formed, the bank ended up with virtually zero capitalization and launched bankruptcy proceedings.

During this period, former top managers were also held accountable.  At the suit of the state corporation DIA, they were charged over the losses in the amount of 751.2 million rubles.  Former CEO Svetlana Bobyleva had to pay 77.1 million rubles, and her colleagues Tatyana Nosova and Valentina Stegantseva jointly and severally owed 73.1 million rubles.  The largest claim of the DIA (for 601.1 million rubles) was filed against Alexei Levitin.
Bankruptcy proceedings, which began in the summer of 2014, lasted until March 2022.
After the bankruptcy trustee asked the court to complete the process, it was decided that the bankruptcy could be ended.  Moreover, the register of payments turned out to be extinguished, and all the property was sold.
