THE PROSECUTOR GENERAL'S OFFICE FILED A LAWSUIT AGAINST DOMODEDOVO AIRPORT AND ITS BENEFICIARY
A lawsuit was filed by the Prosecutor General's Office to the Arbitration Court of the Moscow Region (AS MO). The defendants included about 30 companies related to the management of Domodedovo Airport. The lawsuit also concerns Valery Kogan, Chairman of the Supervisory Board, and Dmitry Kamenshchik, a beneficiary of Domodedovo Group of Companies (case no. A41-5707/2025).
The basis for submitting the application was a prosecutor's check regarding the transfer of certain airport facilities to private ownership. At the moment, there is no official information about specific claims from the Prosecutor General's Office. Simultaneously with the claim, the supervisory authority asked the court to take interim measures. The Arbitration Court has not yet ruled on this issue.
The prosecutor's office has previously filed similar lawsuits aimed at transferring property to state ownership. Sometimes arbitration courts issued verdicts on the nationalization of assets. In this case, the property was transferred under the control of Rosimushchestvo, in order to be sold in favor of the new owners. According to the head of the Ministry of Finance, this year the Russian budget revenues from the sale of property of this kind may be more than 80 billion rubles.
Domodedovo Airport is one of the largest airports in the country. Its main air carriers are S7 Airlines, Ural Airlines and Red Wings. Foreign companies from the UAE and Egypt also cooperate with the airport. According to official data, the airport's passenger traffic in the last ten months of 2024 amounted to 13.3 million, which is 23.5% less than the same period of the previous year.
The situation with the privatization of airport assets has repeatedly raised questions from the Russian authorities. 14 years ago, amid preparations for the IPO, it became known that the final owner of Domodedovo was Dmitry Kamenshchik, who had not previously disclosed his role in the ownership structure. A few years later, he confirmed that he was the beneficiary, while Valery Kogan had no ownership rights to shares in the organization.
After the terrorist attack that took place in 2011 and claimed the lives of 37 citizens, Domodedovo was repeatedly checked for safety. A criminal investigation was initiated into the provision of services that did not meet the necessary requirements. The owner of Domodedovo was also under suspicion, but the case was closed in 2016.
At the moment, the Prosecutor General's Office's lawsuit against the owners and controlling companies of Domodedovo remains under consideration. The details of the claims have not yet been disclosed.
