WHAT LAWS AND SUPPORT MEASURES HAVE BEEN ADOPTED DURING THE CORONAVIRUS PANDEMIC?
The legislative bodies of our country continue to actively work, adjusting the normative acts in accordance with the requirements of reality and changes in the epidemiological situation.

Some changes in the legislation are already known to the citizens of Russia, while the others are familiar only to a small number of people. We have collected the most significant amendments in this material.

Business support

Firstly, these are government measures to help the most affected sectors of the economy: tax breaks, credit deferrals and subsidies, suspension of the inspections, and a moratorium on bankruptcy.

The prohibition on the blocking of the taxpayer accounts in case of the violation of reporting or exchange of the documents with the tax authorities was extended until May 31.

The suspension of the control over observance of the currency legislation will continue to operate until the summer - only those checks, the statute of limitations for which expires before May 31, 2020, will be continued.

In addition, the state will automatically extend the validity of the various licenses and accreditations until 2021, and it will not be necessary to apply to state bodies to renew them.

Citizens’ support

  • The credit vacation in the form of a six-month deferral of loans payments and borrowings, including mortgages, car loans and consumer lending;

  • The passports and driver’s licenses, which have expired or expires from February 1 to July 15, will be recognized as valid; the citizens, who have already reached the age of 14 in this period, will be able to continue confirming their identity by means of a birth certificate;

  • The maintenance services for vehicles will have to be carried out according to new terms: vehicles under 4 years are not required to undergo maintenance at all, cars with a 4-10 year service life are required to "show up" every 2 years, cars that are older than 10 years - annually;

  • The abolition of the fines and penalties for late payments of utility bills by the end of the year;

  • The subsequent payments to families for the first or second child will be assigned automatically in cases when the citizens already receive such payments for a period until October 1, 2020;

  • The simplification of the sale of medicines with the exception of narcotic and psychotropic drugs; now they can be bought on the Internet. In the field of pharmaceuticals, the legislative simplification of the registration of new medicines has also taken place for the purpose of quickly entering the market for pandemic drugs;

  • The process of simplification of admission of non-governmental institutions to the compulsory medical insurance has been introduced;

  • The cost of the tickets for the tourists, whose vacation did not take place in connection with the pandemic, will be fully compensated;

  • The money for the public events tickets will be fully refunded to their holders;

  • The terms for the foreigners’ temporary stay on the territory of the Russian Federation have been extended until June 15; the documents will not be required to be extended until this point. In addition, the visas, residence permits and patents of this category of citizens will not be cancelled.
