THE NUMBER OF BANKRUPTCIES IN SAINT-PETERSBURG INCREASED BY 47,4%

According to data published on the Fedresurs website, St. Petersburg ranks fourth in the number of bankrupt citizens for the first half of 2020. The increase in the number of persons who declared insolvency amounted to 47.4% in relation to the same period of the last year. 1 850 citizens went bankrupt.

The analysts note that the total number of bankruptcies of individuals, including entrepreneurs, increased by 47.2% compared with the first half of 2019.

At the same time, the number of bankruptcies of the companies decreased by 26%.

Apparently, a break in the work of the courts and the restrictive measures against the pandemic made the corresponding adjustments. The period from March 19 to May 11, during which the courts almost did not consider the bankruptcy cases of legal entities and made significantly fewer decisions regarding insolvent citizens, has undoubtedly affected the statistics of the Unified Federal Register. This opinion is shared, in particular, by Alexei Yukhnin, who is a head of Fedresurs.

A number of experts believe that the reason for the growth of bankruptcies is the fall in population profitability during the crisis, as well as the dependence of a significant part of the business on the bank loans. In a situation where it becomes impossible to pay the debts, the citizens prefer to use bankruptcy proceedings.

It is noted that the most frequent applications in connection with bankruptcy are the statements made by the debtors themselves.

In the first half of 2020, the number of such cases reached 94%. At the same time, the share of applications from the tax authorities and bankruptcy creditors almost halved. The lenders filed applications in 4.8% of cases (in 2019 - 8.2%), and representatives of the Federal Tax Service of the Russian Federation in 1.2% of cases (previously - 2%).

Nevertheless, as it is noted by lawyers, bankruptcy of citizens in the framework of subsidiary liability for claims against their business is a tradition established by the judicial practice. Almost all bankruptcies of the large companies, as a rule, end with the fact that the insolvency officers seek to bring the founders and heads of companies to the financial responsibility of. As a result, outwardly sufficiently affluent persons may prove insolvent.
