To solve the financial problems left by Gazprom, Germany decided to create a special holding company SEFE (Securing Energy for Europe). A new legal entity may be required in case of a possible transfer to the state of Gazprom Germania GmbH, formerly the "daughter" of Russian Gazprom.
In the founding documents of the organization, quoted by Welt am Sonntag, it is reported that the company was created in order to provide reliable energy supplies. The German Ministry of Economy reported that the new holding structure is a precautionary measure. There are no legal relations at the moment, but a possible restructuring may require the participation of SEFE. Specialists from the CMS Hasche Sigle law firm were appointed to lead the company.
Recall that the Russian Gazprom has lost control of its "daughter" in Germany since April. The company was transferred to the Federal Network Agency, thereby assuming the functions of a temporary trustee. The German Chancellor opposed the final nationalization of the structure.
According to Olaf Scholz, it was not necessary to annoy new investors in this way and increase the escalation in the relationship. However, preparations for nationalization were certainly underway, and the establishment of the SEFE holding is another confirmation of this.
In Russia itself, retaliatory sanctions were imposed against Gazprom Germania. Thus, the former Gazprom structure was included in the list of 31 organizations compiled in May by the government of the Russian Federation.
It is known that the German authorities planned to provide financial assistance to save the company. In June, a plan was prepared to invest up to $10 billion in the operation of the enterprise. This measure could contribute to the stabilization of the company's activities, ensuring the sustainability of energy supplies.
