The corresponding application for registration can also be submitted through the portal "Public Services".
This procedure is established by the Decree of the Government of the Moscow Region dated 06/20/2023 No. 406-PP "On approval of the Procedure for registration of pets in the territory of the Moscow Region", according to which animals that have reached the age of three months are subject to registration within 14 days from the date of purchase.
It is also indicated in the order that it is mandatory to install a chip for dogs, for other animals – at the request of the owner.
The law also defines the procedure for walking pets. In particular, it is prohibited to walk dogs on playgrounds, in school, preschool and general education organizations. It is also forbidden to be with a pet without a leash and muzzle in public places. In addition, there is a requirement to clean up after the dog during a walk.
It will be possible to walk pets only on special playgrounds, and in their absence - to choose places remote from recreation areas, playgrounds and sports grounds.
Article 3.2 of the Administrative Code of the Ministry of Defense establishes liability for violation of these requirements in the form of a fine in the amount of 100 to 1,500 rubles.
