A number of legislative acts will come into force from March 2023. In particular, they relate to the ban on obtaining data from the Federal Register, traffic regulations changes for users of electric scooters, new grounds for depriving the owner of real estate.

EGRN data

From the spring of 2023, extracts from the Unified State Register of Real Estate (EGRN) will contain no data on the personal data (full name, date of birth) of the rightholder of the real estate object, if they are requested by third parties. The innovations are related to amendments to the law "On Personal Data".

The information will be available only with the permission of the owner. This will be evidenced by a special record at the request of the owner. Also, the data can be accessed at the request of a notary.


Deprivation of real estate

Also, since March 1, two new grounds for depriving the owner of real estate have appeared. The first is the use of areas for other purposes, if this leads to a regular violation of the rights of neighbors. For example, the work of shops and beauty salons in residential buildings.


Traffic regulations changes for electric scooter users

Innovations will also affect gyroscuters and monowheels. From March 1, you can move at a speed of no more than 25 km / h, and movement on sidewalks and bike paths is possible only if the scooter weighs up to 35 kg.

In addition, special road signs will appear to regulate traffic. And when moving along the sidewalk, pedestrians get priority in relation to those moving on scooters.


Support for small and medium-sized businesses

Small and medium-sized businesses will be given a preferential right to purchase movable property that is in state or municipal ownership.

Also, businessmen will have the opportunity to buy agricultural or construction equipment used on the basis of lease agreements with the state on a priority basis.
