In Kazakhstan, the ‘AK ZHOL’ political party made a demand to the legislative body of the republic - its representatives want to adopt a law on the bankruptcy of citizens.  The reason for such an action was the killing, as a result of which five people lost their lives.

The tragedy took place on September 20 in the Akbulak microdistrict.  The citizen, whom the representatives of the enforcement agencies tried to evict from a residential building due to debts, opened fire on the bailiffs and police officers.  As a result, two police officers, a bailiff, a new owner of the property and another citizen who was involved in the process, were killed.

The words of condolences were published by Azat Peruashev, who heads the ‘AK ZHOL’ (Bright Way) opposition party.  According to members of the faction, the tragedy could not have happened if not for the conflict between the debtor and the bank.
The sale of the property of the debtor's family at a reduced price (almost twice, according to a number of sources) provoked a desperate reaction from the shooter.
It is known that Kazakhstan has been going to adopt a law that would allow regulating the insolvency of individuals for a long time.  The ‘AK ZHOL’ party proposed a draft normative act back in 2014.  According to politicians, this would allow avoiding extreme measures in case of insolvency.  Many citizens easily turn to the advertising of loans in a difficult financial situation, but they cannot calculate their financial capabilities.

The PM’s inquiry says that the high rate of the National Bank provokes debt load, while the litigation between banks and people, as a rule, turns out to be unfair.  The bill proposes to set the bar for possible deviation of the property value at the level of 10-15% in its assessment.  Considering that the mortgaged property is usually undervalued in the process of signing the contract, such a measure can make lending more transparent for the population and increase the responsibility of banks.
The bankruptcy law is unlikely to improve the fate of the Akbulak shooter, even if it is adopted in the near future.
The man was detained and, according to the law, can receive a punishment of about 20 years in prison, however, life imprisonment is also possible.  His wife explains the incident by deception by the bank, which left the family without property.
