A COURT OF HUMAN RIGHTS MIGHT BE ESTABLISHED IN RUSSIA
President Vladimir Putin instructed the Ministry of Justice and the Supreme Court to consider the feasibility of establishment a Human Rights Court in Russia. The assessment must be made by June 1, 2021.

Putin presented a number of other instructions on the development of the civil society and human rights. By May 1, the plenipotentiary representatives of the President in the federal districts, along with the presidential council on the development of the civil society, should work out the rights of journalists.

The government has been instructed to analyze the practice of other countries for the introduction of a register of bone marrow donors.

What is more, the government should work on the improvement of the certification of disinfectants and the organization of disinfection work. It is also necessary to work out the practice on the social, labor and electoral rights of people working on a rotation basis.

Separately, the Supreme Court should prepare clarifications on practice related to violations in cases of freedom of conscience, religious associations and freedom of religion. Together with the Prosecutor General's Office, the court will also have to analyze the practice of applying Article 280 of the Criminal Code of the Russian Federation on incitement to extremism in order to consider the possibility of administrative prejudice (the obligation of courts to accept facts without evidence if another court decision on them has entered into force earlier).
