A message about a claim filed against the Russian Federation and sent to the Hague court in the Instagram account of Vladimir Zelensky. Ukraine, according to him, demands from the international instance to make a decision obliging Russia to stop the launched military special operation and answer for the use of the legal category of’genocide’, which the Russian authorities use to explain their actions. The President of Ukraine posted a similar message on Twitter.
Ukraine has already filed applications with the International Court of Justice in 2017. They dealt with the actions of the Russian Federation on the territory of Donbass, which Ukraine asked to classify as financing of terrorism based on the relevant International Convention. Ukraine also demanded to condemn the annexation of the Crimea peninsula to Russia in 2014 and subsequent events, based on the International Convention Against Racial Discrimination.
Located in the Peace Palace in The Hague, the judicial body is the main UN authority for resolving legal conflicts between the states.
The court in The Hague has been functioning since 1946. Over the entire period of its existence, it has made decisions on 139 disputes, including a wide range of issues of interstate interaction, ranging from issues of territorial sovereignty to issues of guardianship and citizenship.
Public hearings, in the format of which court sessions are held and the arguments of the parties are heard, presuppose the finality of the verdict of the International Court of Justice. If the decision is not implemented, the issue is referred to the UN Security Council. At the same time, consideration of any conflict situation between states in The Hague is possible only if the participants recognize the jurisdiction of the court in a particular issue.
Recently, the press has already published a statement made by the permanent representative of the United States to the UN about plans for a collective condemnation of Russia's actions in Ukraine at a meeting of the UN General Assembly. On February 26, Linda Thomas-Greenfield added that formally the Russian Federation has the right to veto the relevant resolution, but the voices of the Assembly participants must be heard.
