The idea to drive the Turquoise Katun (TK) special economic zone to bankruptcy came to the head of a restaurant owner Andrey Manokhin last month. Then he published information about his intention on the Fedresurs portal. And on May 6, the corresponding claim was filed with the Altai Regional Court of Arbitration. Since Manokhin's claim has not yet been accepted for proceedings by the court, it is still difficult to say about the essence of the claims.

Litigation between TK and businessman Manokhin has been dragging on for several years. As one of the founders of the Red Stone tourist zone, the businessman was interested in collecting various amounts of money from his counterparty through the courts. Earlier, the Turquoise Katun tourist zone has already lost the actions to its resident several times in the court of arbitration. 

However, not everything is so simple, considering that the representatives of the administration of the tourist zone have also managed to achieve their interests.

The company once collected 255 thousand rubles in penalties under an overdue land lease agreement from the Red Stone tourist zone.

Another time the court considered the case of the Bochkari cafe, built on the territory of the Turquoise Katun. The cafe belonged to the Red Stone, but was built with violations. The Turquoise Katun managed to recognize the building unauthorized through the courts, having challenged the permission received from the officials. Entrepreneur Manokhin, who was the contractor, was involved in case No. À03-19320 / 2018 as a third party. As it turned out during the hearings, he was the director of the Red Stone company. 

Despite the reciprocal nature of the obligations that exist between BK, its resident in the person of Red Stone and businessman Manokhin, financial problems have been shaking the Altai tourist zone for several years. Last year, the organization managed to complete litigation with power engineers, having achieved the termination of bankruptcy proceedings initiated by Altayenergosbyt JSC due to a debt of 3.1 million rubles.

The owner of Turquoise Katun is Altaykraimushchestvo, and the authorized capital of the joint-stock company is 1.867 billion rubles.

Experts note that the crisis state of the TK began five years ago, when the company's losses reached 63 million rubles.

Since 2016, the management of the economic zone has been able to gradually reduce the amount of losses, bringing it to 13 million rubles last year. However, despite the attempts to develop an important project for the authorities of the region, it is still not possible to achieve a stable economic income.
