Turin pulp and paper mill is threatened with bankruptcy. On April 13, an application for the insolvency of the organization was filed with the Sverdlovsk arbitration Court by the Federal Tax Service No. 13. The tax authorities demand 72.49 million from the company.
"Turin CBZ" (JSC) is a large enterprise of the Ural–Siberian region engaged in the production of not only paper, but also other types of products (wallpaper, fiberboard). According to data from open sources, the plant employs more than 600 employees. The company's revenue in 2021 amounted to about 2 billion.
The main beneficiary of the Central Bank is the deputy of the Perm City Duma Roman Ponomarev. He owns a stake of 32.57%. The head of the company is Dmitry Rusakov, a native of Kungur, who also owns 5.55% of the shares, Kommersant writes. For the city of Turinsk with a population of about 17 thousand people, a pulp and paper mill is a city-forming enterprise.
The claims of the tax authorities to the organization arose after an audit related to the activities of Valery Polyakov. From 2019 to March 2020, he was Deputy Director of Commerce. Employees of the Federal Tax Service have established that Polyakov is the actual co–owner of the company "Bumkhiminvest" from the Perm Region. It was she who was the buyer of the products of the Central Bank at a clearly undervalued price.
It also turned out that the paper for corrugating and making cardboard was supplied by the enterprise to the counterparty with a clear preference at a lower cost. According to experts, as a result of such activities, the plant did not receive a profit in the amount of 28.15 million in the second half of 2019.
During the COVID-19 pandemic, the company was focused on the production of paper for sanitary and hygienic needs, corrugation and packaging. In the spring of 2022, when there was a shortage of office paper in the Russian Federation, the company decided to reconfigure equipment for the production of products in high demand.
At the same time, the number of claims against the Central Bank in the Sverdlovsk region was rapidly increasing. In June 2022 alone, 7 lawsuits worth more than 20 million were filed with the court. So, for example, the company "K-Polymer" demanded more than 11 million from the company. In January 2022, the company "K-Polymer" again appealed to the company with claims over 1 million, but the debt was repaid in time.
