THE FIRM OF THE SON OF THE EX-HEAD OF THE CHELYABINSK REGION IS ON THE VERGE OF BANKRUPTCY
On May 26, the Arbitration Court of the region received a statement of claim from the previously bankrupt production association "Montazhnik" (case no. A76-16328/2023). On behalf of the company, it was submitted by the bankruptcy trustee Elena Solomka. It contains a requirement to declare the construction company "Cheliabstroykomplekt" (CHSK) from Magnitogorsk insolvent. The amount of the claim is more than 12.8 million rubles. The court has not yet accepted it for production.


It is known that CHSK is a company owned by Alexander Dubrovsky, the son of former governor Boris Dubrovsky. He has been the sole beneficiary of the company since 2018. Before that, the company was owned by his father. The debt to the "Installer" arose from the company on the basis of four court decisions that recovered money from the organization for unpaid contracts for the supply of building materials and the performance of a number of works. 

In the past, the Installer was also under the control of Dubrovsky, who was its CEO. During the period when the Chelyabinsk region was managed by his father, the organization successfully mastered budgetary and borrowed funds for the construction of large facilities. One of them was the Krylia Congress Hall.

Since April 2019, after the change of the regional head, construction work has been stopped. The former head of the company Alexey Pavlyuk received a sentence on charges of fraud. 
Then applications from subcontractors flowed into arbitration, the company went into bankruptcy. The company was declared insolvent in 2020. The petition of the bankruptcy trustee, who demanded to involve the father and son of the Dubrovskys to the subsidiary, has been considered by the court since the fall of 2022. If the verdict on this is accepted by the court, they are threatened with liability for 930 million rubles, writes Kommersant.

Dubrovsky Jr. received the status of bankrupt in January 2022. His debts to creditors exceeded 274 million rubles. However, the approved restructuring program may allow him to avoid liability for such an amount if 21.9 million rubles are paid to creditors.

The ex-head of the region may also be declared bankrupt. An application for its insolvency has already been submitted to arbitration. And while there was a break in the case related to the elimination of procedural circumstances, the former governor is trying to pay off his debts.
