THE EX-DEPUTY OF THE LEGISLATIVE ASSEMBLY OF THE PERM REGION DECLARED HIS INSOLVENCY
Viktor Plyusnin, who was a member of the Perm Krai legislature in 2001-2021, appealed to arbitration with a request to declare him bankrupt. The lawsuit was filed on July 4, 2023 (case no. A50-16429/2023).


On the same day, his wife, the former co-owner of the previously bankrupt firm "Sosnovy Bor Residential Complex" (case no. A50-16428/2023), also appealed to the court. A court decision on both claims has not yet been made. When submitting applications, the spouses indicated the presence of debt obligations in excess of 57 million and more than 56 million rubles.

Earlier, the bankruptcy of their 38-year-old son was announced by a company declared bankrupt in July 2021. According to RBC, the firm demands 13.757 million from Roman Plyusnin (case no. A50-14562/2023). The lawsuit was filed on June 14, but has not yet been accepted for consideration due to the existing procedural errors.

In October last year, investigators charged a group of people involved in the construction of an apartment building designed for 400 households with fraud. Among the accused were the father and son of Plyusnina.

The building in Dobryanka was intended for a project to relocate citizens from dilapidated housing stock and orphaned children. Local and regional authorities spent more than 310 million rubles on its construction.

Soon, the housing put into operation turned out to have freezing and mold-covered walls, faulty elevators. The investigation believes that part of the funds for the construction were appropriated by the former deputy and other persons involved in a criminal conspiracy. The materials of the criminal case amounted to 64 volumes, which the accused and their lawyers continue to get acquainted with.

In November 2022, the bankruptcy trustee managed to get the invalidation of the transaction concluded by Roman Plyusnin 5 years ago. The court ordered him to replenish the bankruptcy estate in the amount of more than 13.75 million and return 10 apartments in an apartment building in Dobryanka.

The Investigative Department of the TFR in the Kama region believes that although the company owned by Roman Plyusnin was formally engaged in the execution of the contract, however, in reality the process was controlled by his father. The former deputy worked for 15 years in the committee of the regional Legislative Assembly, which was engaged in the development of regional infrastructure.
