THE CONSTITUTIONAL COURT WILL CHECK THE LEGALITY OF SELF-ISOLATION MEASURES

An application with a request to check the constitutionality of the decision on the introduction of a high alert regime in the Moscow region was submitted for consideration by the Constitutional Court of the Russian Federation.



We are talking about a decree of the regional governor, which establishes the obligation of residents not to leave their homes during a pandemic.  
The request was initiated by one of the judges of the Protvinsky City Court of the Moscow Region and is related to the case on administrative responsibility for violation of the order he is currently considering.
According to the Moscow Region court, the requirement not to leave homes, established for citizens in the ruling, affects the right to freedom of movement, enshrined in the country's fundamental law, and the court requests to check a compliance with this constitutional norm. 
The administration of the governor of the Moscow region has already commented on the situation, assuring that they have no doubts about the legality of the decision.
Earlier, a similar check of the document was carried out by the Moscow Regional Court, which did not reveal any violations.
