THE BANKRUPTCY CLAIM OF THE DIRECTOR OF THE KIROV "INVEST CENTER" WENT TO COURT
On August 30, 2023, the Kirov Arbitration received a bankruptcy application from Irina Sibiryakova (Makarova). The initiator of the process is the First Dortransbank (JSC), which has declared financial requirements to the entrepreneur for 10.3 million rubles (case no. A28-10939/2023). The court's act on accepting the claim for consideration has not yet been published.


Previously, Sibiryakova managed the activities of six credit and consumer cooperatives, including the CPC in Kirov, Dagestan and Chechnya. Kirov CPC "Invest Center" worked under her leadership from February 2020 to July 2022. She managed an organization with the same name in Dagestan from November 2018 until September 2020.

In May 2023, the organization was at the center of a public scandal. It turned out that the entire staff of the CPC was dismissed, and the company itself suddenly completely stopped working "for technical reasons." At the same time, Sibiryakova's account on social networks was deleted, and the woman herself disappeared.

The shareholders who invested money in the "Invest Center" were in a panic. Many sold their own real estate, tempted by the opportunity to invest money at a higher interest rate than that offered by credit organizations operating in the country. Panic was also fueled by a number of media outlets that suggested that Sibiryakova was abroad.

However, on June 8, it became known about the detention of the entrepreneur. Initially, she was taken into custody at Vnukovo Airport, and then sent under house arrest. The case of major fraud (under Part 4 of Article 159 of the Criminal Code of the Russian Federation), initiated by law enforcement agencies in connection with the deception of CCP depositors and the seizure of their assets, was taken under special control by the regional prosecutor's office. Sibiryakova's real estate was arrested.

On June 21, the arbitration received an application from the regulator. The Volga-Vyatka branch of the Central Bank of the Russian Federation in the Kirov region demanded that the Invest Center CPC be declared insolvent. The amount of claims against the organization amounted to 8.9 million rubles. Already on June 28, the court accepted the claim, starting proceedings on the case. The first court session is scheduled to take place on September 6.
