The reason for the claim, which was filed with the Kuibyshevsky District Court, was the territory of the Okhtinsky Cape. In the 1990s, archaeologists discovered valuable monuments of the past there. 21 Famous Petersburg scientists signed the application, submitted by the public figures to the Ministry of Culture of Russia, the leadership of St. Petersburg and the profile committee (CSUPM).
The court will consider the claim on May 27. Indignation fell upon the CSUPM officials who did not fulfill paragraph 7 of the instructions of the President of Russia dated January 28, 2021. The need to create a historical and archaeological museum preserve was indicated there. Whether the district court will be able to oblige civil servants to develop and submit proposals for its creation is a big question.
The territory itself belongs to Gazprom, and its central part lost its status of protected area in 2009.
Gazprom has previously announced the idea of building the Okhta Center business quarter with a high-rise building in the center. Later, the idea was abandoned under pressure from the social activists, but the plans to create a public and business complex with an adjacent park remained with the Gazprom management. If this happens, then the remains of the Swedish Nyen town, the fortresses of the 13th and 17th centuries (Landskrona and Nyenskans) discovered on this territory will be finally buried under the onslaught of construction work, as scientists believe.
The plaintiffs believe that the representatives of CSUPM showed inaction, since the remains of the Landskrona fortress have not even been recognized as a cultural heritage site.
The archaeological community is also not satisfied with the fact that the authorities want to limit themselves only to the archaeological museum on the basis of the Museum of the History of St. Petersburg, which will include only a part of the Okhtinsky Cape.
Considering that the president’s order had to be fulfilled by May 1, and there still were no proposals at the level of the Ministry of Culture, the situation looks extremely deplorable.
Defenders of the cultural heritage remind that
the authorities of other countries have already faced similar situations. For
example, the Fort Bourtange in the Netherlands, destroyed in the middle of the
last century, is now a museum.
