RESIDENTS OF DAGESTAN APPLIED TO ECHR FOR JUSTICE DUE TO THE LOSS OF PROPERTY
A complaint from the residents of Dagestan who were dissatisfied with the lack of compensation for the loss of their property has been submitted to the European Court of Human Rights.  The incident occurred during the commissioning of the Irganai hydroelectric power station, as a result of which the territory was flooded.

The construction of the power plant was carried out for two decades, but after it had been launched, the villages with houses, crops and gardens were covered by water.

Over the next few years, residents tried to get get compensations, but all the attempts were unsuccessful. Repeated holding of meetings with demands for payments did not bring any results, as well as the appeal sent to the head of the republic.

The size of the damage caused is estimated at 9.5 billion rubles.

According to the applicants, they were deprived of their land illegally, since there was no document on the consent or seizure of land plots. The courts, in turn, either cannot determine the proper defendant or altogether refer to the omission of the statute of limitations, reports the ‘Caucasian Knot’.

The complaint sent to the ECHR states that the actions of the Russian federal officials were ineffective - they were unable to resolve the issue of paying compensations to people who suffered from waterlogging.
