They managed to uncover a price fixing agreement between four companies operating in the road repair market. Three organizations (Stroy City, Autobahn-FE, SKAB), together with FederalStroy, have agreed on who will win the auction related to obtaining lucrative contracts when participating in the SHQH national project (Safe and high-quality highways ").
As the specialists found out, even those companies that did not become winners in individual transactions, managed to profitably adapt to the development of the budget, performing the functions of subcontractors by supplying equipment, building materials or labor force. One of the markers through which the evidence of the price fixing agreement was obtained was the minimal decline in the auction price. As a result, the participants managed to distribute project financing in the amount of more than 808 million rubles.
The increased attention of the FAS to the company is explained by the volume of revenue that the company received under government contracts over the past couple of years.
According to data from the open sources, the company has won more than 90 contracts, the price of which amounted to almost 1.87 billion rubles. Moreover, the company finished 2019 with a profit of almost a million, but the losses over the past year amounted to almost 30 million.
It is known that the company has existed since 2007, and its head and sole owner is Edik Kirakosyan, who also owns the FE RegionStroy construction company and Mush cluster. According to the results of 2019 work, as local media reported, many Vladivostok roads quickly fell into disrepair again – in some places, there were holes in the pavement and sidewalks. Despite the existing comments on the timing and quality of work, the company was never recognized as an unscrupulous supplier.
